EU trade defence shifted to processed agri-food today as specific anti-dumping duties reaching €531.20 per tonne entered into force on Chinese preserved mandarins and clementines under Regulation 2327/26. In parallel, authorities processed 2,752 TARIC updates, pre-populating zero-duty 2027 pork quotas for Chile under Regulation 0184/25 while recording technical validity revisions on tempered glass. Seasonal entry valuations also took effect today across fresh fruit and vegetable lines under Regulation 2447/15, calibrating valuation floors across the European border.
The themes
Today's TARIC filing returned to high administrative volume, driven by forward-looking preferential alignments and targeted border trade defence. Of the 2,752 change records ingested, the vast majority represent future-dated measures and technical condition requirements, reflecting the continuous pre-population of EU trade agreements. Preferential trade arrangements accounted for 2,089 updates, while tariff-rate quotas represented 377 measures.
Sectorally, the activity centered overwhelmingly on agriculture and primary produce. Chapters 07 and 08 (edible vegetables, fruit, and nuts) comprised more than 1,700 changes combined, with processed plant preparations (Chapter 20) and meat products (Chapter 02) driving the balance. However, unlike earlier cycles this week that were exclusively future-focused, today combined multi-year quota planning with immediate border enforcement: 238 measures took effect today, led by operational trade-defence duties on Chinese foodstuffs.
Headline items
Anti-dumping duties on Chinese preserved citrus (Regulation 2327/26)
Trade-defence enforcement tightened significantly on Chinese processed fruit under Regulation 2327/26. Effective today, 23 October 2026, the measure establishes definitive anti-dumping duties and documentation conditions on prepared or preserved mandarins, clementines, satsumas, and citrus hybrids under heading 2008.
The duties apply across seven commodity lines (including 2008 30 55 00, 2008 30 75 00, 2008 30 90 61, 2008 30 90 65, 2008 30 90 67, and 2008 30 90 69) covering various preparations, pack sizes, and comminuted forms. The measure establishes a standard residual rate of 531.20 EUR per tonne, alongside company-specific rates as low as 489.70 EUR and 499.90 EUR per tonne conditioned on presenting valid commercial documentation (certificate D-008) covering 16 exporter variants.
2027 Chilean pork tariff quotas (Regulation 0184/25)
Extending the multi-year agricultural quota pipeline loaded earlier in the week, customs authorities loaded forward-dated tariff-rate quotas for Chilean pork products under Regulation 0184/25. Taking effect on 1 January 2027, the measures pre-populate a 0.000% in-quota duty rate across fresh, chilled, and frozen swine cuts under heading 0203.
The allocation spans eight specific commodity codes, covering domestic swine carcases (0203 11 10 00), hams and cuts (0203 12 11 00), shoulders (0203 12 19 00), fore-ends (0203 19 11 00), bone-in loins (0203 19 13 00), bellies (0203 19 15 00), and boneless cuts (0203 19 55 00 and 0203 19 59 00).
Tempered glass trade-defence adjustments
Following the expiration of trade-defence measures on Chinese tempered glass reported yesterday, customs registered retroactive validity adjustments on related tempered glass lines under heading 7007. Covering both uncoated and coated variants (lines 7007 19 80 12, 7007 19 80 18, 7007 19 80 80, and 7007 19 80 85), the adjustments align historical validity parameters dating back to July 2025 for Türkiye under Decision 0142/96 and for third-country origins under basic Regulation 1036/16.
Coming into force
Operational border adjustments entering into force today, 23 October 2026, include:
- Chinese Preserved Citrus (Heading 2008): Specific anti-dumping duties of 489.70 to 531.20 EUR per tonne and certificate D-008 compliance requirements under Regulation 2327/26.
- Standard Import Values (Chapters 07 & 08): Daily unit valuation updates took effect across all origins under Regulation 2447/15. These include navel oranges (0805 10 22 00 at 73.180 EUR per 100 kg), fresh avocados (0804 40 00 10 at 719.450 EUR per 100 kg), pineapples (0804 30 00 90 at 100.920 EUR per 100 kg), sweet peppers (0709 60 10 00 at 167.920 EUR per 100 kg), beans (0708 20 00 00 at 580.490 EUR per 100 kg), garlic (0703 20 00 00 at 145.840 EUR per 100 kg), and onions (0703 10 19 00 at 31.590 EUR per 100 kg).
Looking ahead, the most notable future-dated measures loaded today are the Chilean pork tariff-rate quotas under Regulation 0184/25, which open duty-free access across Chapter 02 lines on 1 January 2027.
What to watch
Importers of preserved fruit should verify whether their Chinese suppliers hold qualifying exporter certificates under Regulation 2327/26 to secure duty rates below the default €531.20 per tonne residual ceiling. In the broader tariff schedule, the continuous pre-population of 2027 quotas—first beef and livestock, now Chilean pork—signals that technical preparations for subsequent calendar years are progressing steadily through administrative channels.
