Although no TARIC update was published today, 70 previously scheduled measures entered into force on 26 October 2026. The incoming rules are headlined by new import and export control requirements under Regulation 0573/24, imposing specific certification conditions on advanced machine tools, specialized lifting machinery, and cultural collectors' items.

Coming into force

A total of 70 measures loaded in earlier releases took effect today, concentrated in technical trade controls and documentation mandates:

  • Industrial machine tools and lifting equipment: Under Regulation 0573/24, dual-track import and export control requirements took effect across Chapter 84 headings. The scope covers machining centres (8457 10 00 00), turning centres (8458 11 20 00, 8458 11 80 00), numerically controlled lathes (8458 91 00 00), boring machines (8459 41 00 00), and mobile lifting equipment (8426 49 00 00). Cross-border shipments now require compliance with specific certification conditions (including certificates Y-121, Y-123, Y-152, Y-160, Y-163, Y-169, and Y-986) applying to exports to all non-EU destinations and imports from all third-country origins.
  • Cultural property: Parallel controls took effect under Regulation 0573/24 for collections and collectors' pieces of archaeological, ethnographic, or historical interest (9705 10 00 00 and 9705 10 00 45), enforcing specific certificate requirements for both inward and outward movements.

What to watch

Customs operations handling dual-use-sensitive machinery or cultural artifacts should verify that declarations clear the newly mandatory certificate conditions taking effect today. As standard publication schedules resume, attention turns to subsequent measure adjustments following last week's quota pipeline updates.
